Lock 7 Apartments offers 80 affordable units in an 80,000-square-foot building, including 20 studios, 52 one-bedrooms, and 8 two-bedrooms. Twenty units are fully accessible for residents with mobility challenges, while the rest are adaptable. Some units are reserved for individuals experiencing homelessness, and others for individuals receiving mental health support. Amenities include a community room, fitness equipment, lounges, laundry on each floor, and a deck with river views. A subgrade garage provides 53 parking spaces, accessible by elevator or stairs.
The building is located on the banks of the Oswego River, adjacent to Lock number 7, for which the building is named. It is just six blocks away from Lake Ontario and is within the downtown district of Oswego. This location provides walkable destinations for recreation, shopping, and entertainment for the residents. The building was constructed on the former site of the Breneman Shade Cloth Factory. This factory, which operated in the late 19th and 20th centuries, had been abandoned in the 1980’s and demolished in 1997. As the location of a major manufacturing plant for over a century, the site was severely contaminated and left vacant for twenty years. Prior to construction, the contaminated soil was removed from the site and replaced with clean fill.
The building follows traditional downtown urban design principles, with a four-story building adjacent to the public right of way, extending the nearby downtown fabric. To enhance the urban character of the building, the first-floor features transparent storefront glass, a common feature on traditional urban streets. The building is broken up into three volumes with the northern volume housing the front door and the larger amenity spaces. By breaking up the building volume, the pedestrian experiences the building as individual pieces enhanced by the offsetting vertical planes and the orientation of exterior materials. The entrance and storefronts in the north portion of the building are punctuated with steel structures that evoke the canal lock gates of Lock 7. The distinctive roof line which caps the building at the two end volumes references the shallow-bottom barges that worked the canals.
